St. Louis Metropolitan Sewer District Capital Projects

Project Description

Hudson and Associates was contracted under KAI Design and Build to assist with the monitoring of the Monthly Employment Utilization Reports and Certified Payrolls for various capital improvement projects for the St. Louis Metropolitan Sewer District (MSD), that include the Bissell and Lemay Wastewater Treatment Plant, Coldwater Tank C and Coldwater Creek (pictures are clockwise). Hudson is provided by the Prime Contractor, Plocher Construction Company, MBE/WBE contracts, payment submittals, and change order information monthly to determine the level of compliance in the MSD projects.

The objective of the monitoring effort was to verify Contractor levels of inclusion of Minority and Women owned Business Enterprises (MBE/WBE) in the workforce, as suppliers and contractors in relation to goals set by the Sewer District.  Additionally, Hudson staff reviewed Certified Payroll for compliance with Missouri Annual Wage Order 22; and was also responsible for field verification of workforce and MBE utilization.
