Shelia A. Hudson

Principal and CEO

As Principal-in-Charge and CEO, Ms. Hudson oversees daily operations and fiscal management for Hudson and Associates nationally. Possessing more than 20 years of program and project management experience in the transportation and infrastructure arenas, Ms. Hudson provides management, operations and staffing support to government agencies and private sector companies. Having honed her skills in the industry under the tutelage of her father and in management positions with the Metropolitan Atlanta Regional Transportation Authority (MARTA) and HNTB Corporation respectively, Hudson brings a wealth of expertise to meet and/or exceed various project programs, budgets and schedule projections. Additionally, Ms. Hudson’s has performed on program management teams for numerous multi-million dollar projects such as the New Mississippi River Bridge Project and St. Louis Public Schools. Ms. Hudson holds a B.S. from Tennessee State in Industrial Technology/Transportation Service and Management, was a Fellow at the Rutgers University National Transportation Institute and is currently acquiring a Masters in Marketing/Communications from Webster University in St. Louis.

Executive Vice President

Mr. Moore is a 35-year parking industry visionary and renowned Executive with a proven record of service-driven leadership, creating and re-engineering organizations to achieve new levels of success in a variety of competitive, cutting- edge, public facing and fast- paced industries including Governmental, Corporate and Governmental Outsourcing Enterprises. His extensive skills and leadership will ensure Hudson’s facilitation of innovative parking solutions to achieve client success.

Mr. Moore’s Hudson responsibilities consist of oversight and implementation of operational processes and practices across all activities for Hudson’s parking operations divisions.  With his progressive, hands-on managerial and executive experience directing large-scale municipal and corporate business units through all phases of their evolution—including establishing new brands, he serves Hudson by providing strategic planning, project management, economic development, financial administration, budget management, contracting and change management. Mr. Moore also gives direction to parking management teams and identifies target specific areas for process improvements. He influences Hudson Training, Ambassador and Customer Experience Programs, Parking Policies, Standard Operation Procedures and Operational Service delivery at all locations. 

Mr. Moore will also utilize his proficiencies to formulate strategies and identify innovations that consistently improve staff performance as it relates to reporting, safety practices, security, and compliance.  Additionally, he will focus on positioning Hudson as a renowned leader in Parking Management and Operations, Customer Service, Technology Solutions, Tolling and Curbside Management services.  Mr. Moore is a decorated United States Marine Corps Veteran and holds a B.A. in Public Administration and Political Science from Metropolitan State University of Denver.

Judith Carmichael Brown

Director of Business Development

Judith Carmichael Brown, Director of Business Development leads the national marketing efforts for Hudson and Associates, LLC.  Possessing over 20 years’ experience in private and not for profit arenas in marketing, operations, and project management, Ms. Brown has successfully served on program management teams for major capital projects. With solid Construction Project Management, Public Engagement and Business Development expertise, she successfully implemented and coordinated an inclusion and compliance program for the $1B Indianapolis Public Schools Capital Improvements Project; provided program oversight on a $6.5M LEED Gold Certified historical renovation and restoration that connected two brownstones on Washington DC’s Embassy Row for The Links, Foundation Incorporated; and performed as Project Manager for FTA PMOC Projects nationally.  Her Hudson duties also include project management oversight for the mobilization and delivery of new parking systems, construction project management, and development of public engagement strategies.
Cynthia Witherspoon

Cynthia Witherspoon

Senior Manager of Finance and Accounting

A proven leader in the arenas of finance and accounting, Ms. Witherspoon has extensive experience in project management, operations, and regulatory compliance. Possessing over 21+ years of expertise in financial management, she serves as Hudson’s Senior Manager of Finance & Accounting with responsibility for internal and external auditing processes and procedures, performs yearly forecasting, develops budgets, project detailed analysis, monthly and year-end reporting policies, in addition to fixed asset management and capitalization for the company. Having served as Deputy Accounting and Finance Manager for the United States Air Force, she administered the base accounting and disbursements system and managed a staff of 80 technicians, with 35 as direct reports.   Her skills extend to facilitating staff training, workforce diversity, team building and group leadership to meet organizational and client goals. Ms. Witherspoon also provides detailed analysis of statistical data for various projects, and supervises the accounts receivable process to increase collections, manages disbursement activities, and the annual tax reporting processes for employees and vendors. She will assist in the mobilization of projects and serve as project executive as needed. Ms. Witherspoon holds a B.A. in Business Administration from Tennessee State University.

Senior Planner

Carol G. Smith is an experienced Senior Level Management Professional with twenty-five plus years in the transit industry.  A proven leader, focused on results, Ms. Smith is a forward-thinking professional who institutes programs and strategies that positively affect the bottom line. In her current role as Sr. Planning Manager at Hudson, Ms. Smith is responsible for the development, implementation and facilitation of communications; public engagement; stakeholder outreach; and market research for Hudson’s clients in relation to transportation projects. In addition, she leads Hudson’s efforts in providing comprehensive quantitative and qualitative research; analysis; studies and assessments for various municipalities and transportation agencies.
Wanda Vernor

Wanda Vernor

Assistant General Manager - Airport Services

Wanda Vernor is Assistant General Manager for the Super Park self-parking operation at St. Louis Lambert International Airport, and Hudson’s national Airport Services Management Team.
Ms. Vernor brings over 35 years of experience in various senior level management positions with Super Park self-parking operations at Lambert International Airport. Her parking industry experience, extensive knowledge of parking operations, strategic planning, training, and mentoring, safety, and risk management expertise, along with a comprehensive understanding of staffing needs for the operation.
As Assistant General Manager, Ms. Vernor has many duties assigned to her, but she will primarily be responsible for supporting the General Manager, developing benchmarks for staff performance, review of payroll, identifying and projecting staffing needs, administering corporate standards, hiring, training, and on-boarding, and serving as a liaison to the client. Ms. Vernor also monitors and forecasts the financials for the project to ensure contractual budgetary control, and to minimize expenses and maximize revenues. She serves as the project point of contact and administers all Labor Hearings and Appeals with the local Teamster Union to include grievances, negotiations, and the facilitation of meetings.
Ms. Vernor received her Bachelor of Science in Business Administration from Harris-Stowe State University and her Master of Arts in Management and Leadership from Webster University.
 

Brandi Scott

Operations Manager – Airport Services

Brandi Scott currently serves as Operations Manager of Nashville International Airport Parking Facilities & Valet Services program and Hudson’s Airport Services Management Team.
Ms. Scott comes to Hudson with a wealth of experience in client service, transportation, logistics, customer service, and technical machinery expertise. A United States Army reservist since 2013, Brandi serves as a Tactical Power Generation Specialist. Her background in supervising staff, testing and diagnostics, maintenance, and repairs to electrical power equipment. Ms. Scott manages a team of 25+ that perform in parking facilities and valet operations as Customer Service Representatives that assist parkers in the field, Customer Service Advocates responding to calls,
Ms. Scott utilizes her expertise to formulate strategies and identify innovations that consistently improve staff performance as it relates to reporting, safety practices, security, and compliance. Ms. Scott holds a Bachelor of Arts in Mass Communication from Tennessee State University and speaks Spanish fluently.

Edward Lee

Parking Services Manager

Mr. Lee serves as the Operations Supervisor responsible for providing oversight, leadership and direction for Gateway Parking Staff and Sub-contractors in the field. His more than nine years of security, training, safety, crisis, and risk management expertise gives Hudson clients exceptional service in mitigation of risk, OSHA 30 safety standards and comprehensive security processes and procedures. Mr. Lee’s is responsible for daily management of parking operations including supervision of staff; ensuring high levels of customer service; preserving maintenance and appearance standards; loss control; maintaining meter inventory and providing technical training for all maintenance technicians; collectors; dispatch and boot officers. He will oversee staff supervisors for meter installations, removals, collections, repairs, maintenance, and auditing. Mr. Lee’s duties also include assistance with staff planning, safety training, and verifying that all timelines and daily objectives are met in addition to recording all cash received from collection crews.
Lorena Morfin-Juarez

Special Operations Coordinator

With over 6 years of experience in customer service management, Lorena Morfin-Juarez serves as the Special Operations Coordinator for the St. Louis Parking Violation Bureau Call Center where she manages and oversees citation processing, Customer Service Ambassador’s (CSAs), Cashiers, data imaging, and account reconciliation.  Her duties include coaching, training, and ensuring that customers are serviced timely and appropriately. Ms. Morfin-Juarez develops work schedules, specific and special tasks for staff, and handles all calls where Spanish translation is necessary. She develops weekly call reports and provides input to the monthly and year-end reporting for the owner. She provides oversight of citizen concerns and requests, correspondence, and adjudication hearings. Ms. Morfin-Juarez is also responsible for developing business practices, monthly reports, scripts, notices, and policies derived from the Parking Commission and/or the Treasurer Office ordinance and mandates. 

Evelyn Stapleton

Call Center Manager

With more than 20+ years of customer service expertise and training experience, Evelyn Stapleton serves as Hudson’s Project Manager for Call Center Operations at the Parking Violations Bureau (PVB) in Saint Louis.  Her duties include managing the daily activities of the call center; developing proper policies and procedures; meeting operational standards; maintaining staffing service levels; providing quality customer service; preparing reports and staff training.  Ms. Stapleton continuously develops professional and technical knowledge for staff to ensure that city polices, ordinances and laws are adhered to. She is responsible for maintaining all systems and equipment and produces Call Management System reports that outline the Parking Violation Bureau goals.

Lead Airport Services Supervisor

As Lead Supervisor, Mrs. Malone Evans brings to Hudson a solid career in customer service, having previously served as a Lead and Supervisor for 23 years in customer claims for a national insurance company. For the past 12 years she has served as the Assistant Lead Supervisor for the St. Louis Lambert (STL) Information Personnel Services project. Currently serving as the Lead, she manages a staff of 6 full and part time Information Ambassadors that man the information booths in Terminals 1 & 2 in addition to roaming to give traveler’s customer assistance. She is a multi-award-winning supervisor that leads an exemplary staff that provides great service to airline passengers and our client, STL. Her duties include completion of daily information reports and activities, consolidation of database entries for proper documentation, processing, on-site translation and special needs assistance, transmittal of payroll, and Information Personnel Ambassador hiring, scheduling, and training.
